Albania has undertaken significant efforts towards a social and economic development process, that is closely related to its ability to effectively utilize foreign aid and assistance. The basis of this project is to help the Government personnel to take up full responsibility for programme/project formulation, management and evaluation.

2. Creation of a Master Plan for the Justice System of Albania: 1997-2001

This project intends to provide the Ministry of Justice with the necessary assistance to formulate a Master Plan for the years 1997 to 2001 to guide its development as well as that of courts, the prosecutors’ office and related agencies. The Master Plan will outline a vision of the justice system as a whole based upon the Rule of Law; indicate the legal framework for governmental actions in Albania; and set out the goals and specific objectives of the Ministry of Justice, its components, the courts, the prosecutor’s office and related bodies. The Plan will set out as well the present and anticipated resources of the Government to meet those goals and objectives and indicate what international assistance will be required to meet the shortfall.

3. Strengthening the Debt Management Capacity of the Government of Albania

The project aims to strengthen the debt management monitoring and management capacity of the Government by providing support to the installation and operation of UNCTAD-designed Debt Management and Financial Analysis System (DMFAS) software in the debt units located in the Ministry of Finance, as well as the establishment of adequate information flows between the Central Bank, Ministry of Finance, and Ministry of Economic Cooperation and Development. It will provide accurate and up-to-date records of external liabilities with timing, amounts, and terms of their debt servicing obligations; project the impact of external borrowing decisions on overall debt profile. It will facilitate analysis of the external debt burden, as well as future contractual obligations, the day to day management of foreign exchange transactions, and develop future borrowing strategies.

UPDATE: The UNDP/UNCTAD project supporting the Debt Management Department of the Ministry of Finance, ended on 31 December with both the IMF and the Government expressing satisfaction with the functioning of the newly created Foreign Debt Management Unit within the Ministry. The Government has requested that UNDP support a follow-on project of training and assistance to integrate DMFAS software into the internal system of debt management, bringing it to international standards.

4. Improvement of the National Library Services

The basis of this project is to help the National Library of Albania to strengthen its activities and improve the services it renders by increasing efficiency and user-friendliness through computerization of the departments. It is an approach to support the Government goals in the area of sustainable human development and to tackle the problem of information growth. This project is jointly financed by UNDP, the SOROS Foundation, and the Government of Albania.

The Electoral Assistance Project aims to provide technical assistance to the Government in the development of electoral practices in Albania which meet international standards, targeting the upcoming Local Elections planned for the autumn of 2000. The project takes a comprehensive and resource-efficient approach. It envisages the preparation of an accurate and transparent Voter Register through the updating and computerization of the central Civil Registry, the issuance of Voter Cards, and the establishment of a Data Center to help manage this and future electoral processes. This Government project was formulated in collaboration with UNDP, and with the cooperation of OSCE and IFES. This is an important element of the ongoing efforts to ensure free, fair, and transparent democratic elections for Albania.
