- the first open data portal in Albania launched to serve Tirana citizens

Apr 19, 2017 is the first open data portal in Albania. The Municipality of Tirana is the first one in Albania to build an information and data management system based on open data. United Nations in Albania supported this initiative.

The data is collected from the directorates of the Municipality of Tirana and published in open source format by the Statistics Department at the Municipality of Tirana.

The portal's central database is based on statistical indicators coming from the municipal administration, its subordinate institutions and Tirana’s 24 administrative units. Data is divided into 9 categories, 119 indicators and 10,822 variables providing information on municipal services, environment-related data, transport, traffic, infrastructure and other areas.

This initiative dates back when Tirana Municipality organized TRANA Smart City Conference where innovations such as open data topped the Conference Agenda.

United Nations supported the municipality to build the needed data infrastructure to set up an open data portal.

During its opening speech, United Nations Resident Coordinator and UNDP Resident Representative in Albania, Mr. Brian J Williams said: ’It is not enough that data be opened – openness should be a means to an end. The end is to make the Municipality work better for the citizens of Tirana. It means better decision making, as well as an opportunity for continuous improvement of municipal services. From the perspective of citizens and civil society, it means greater transparency and improved trust. Open data also represent an opportunity for the private sector to develop innovative solutions to societal challenges”.

The Mayor of Tirana, Mr. Erion Veliaj, referred to the portal as “a window for greater transparency towards the citizens of Tirana”.

UNDP will further facilitate meetings with groups of interest to encourage use of open data for designing technology solutions as well as a series of events that will bring together various communities of citizens to use   data for designing solutions to the challenges faced in Tirana.
