Third National Communication of Albania to the United Nations Framework Convention on Climate Change

Albania has ratified both the United Nations Framework Convention on Climate Change (UNFCCC) and its Kyoto Protocol with the status of a Non-Annex 1 Party. In the International Climate Change talks Albania has associated with European Union positions and within the restrictions of being a Non Annex I party committed to implement ‘National Appropriate Mitigation Actions’-NAMAs. Albania’s contribution to the global greenhouse gas emissions is relatively low, estimated at an average of 9,4 million ton/year of CO2 eqv. This is because over 95 percent of Albania’s electricity is produced from hydro sources and high energy intensity industries are no longer operating. Transportation (mobile sources) followed by agriculture and waste sector are the main categories that are found to have significant contribution to the total greenhouse gas emissions for Albania. If no measures to reduce greenhouse (GHG) emissions are taken, the GHG emissions for Albania will increase in the years to come.  
While carrying little responsibility for global greenhouse gas emissions, Albania is bearing the majority of the environmental, social and economic consequences caused from climate change. Albania will be highly affected by climate change, at the same rate as the rest of the world with increased temperatures, less precipitation and rising sea levels. Climate change will affect water resources, energy production, tourism, ecosystems, agriculture and coastal zone. If this is not properly considered and addressed it will undermine the country’s development and poverty eradication progress.
UNDP and GEF support Albania in a range of climate change mitigation and adaptation measures including through a combination of capacity building and strengthening work, as well as concrete and practical hands-on projects. Further on UNDP support contributes meeting the EU requirements through implementation of the UNFCCC.
Albania has just started the Third National Communication to UNFCCC (TNC) with UNDP and GEF support comprising:
•    Update the annual Albanian Inventory of Anthropogenic GHG to the period 2000-2005, focusing on the sectors/gases that have a significant share of greenhouse gas emissions such as the transport and industry sectors;
•    Develop the climate change scenarios, assess the climate related risks and adaptation with focus on biodiversity, water resources, agriculture, forestry, population and health  for the entire coastal region;
•    Develop a national low carbon development strategy using the state-of-the-art greenhouse gases mitigation modeling frameworks;
•    Strengthen institutional capacity for implementing the Convention in Albania, including activities related to climate change education and awareness.
The process of preparation of the National Communications is not only been considered as a tool for reporting to the UNFCCC but also for mainstreaming climate change into national planning process and programming through mobilization of new resources.

What have we accomplished so far?

•    The Third National Communication of Albania to the United Nations Framework Convention on Climate Change Project is complied, peer-reviewed, finalized, endorsed by the Inter-ministerial Committee on Climate Change and the general public, published and successfully submitted to the UNFCCC, after getting launched in a high level event in Tirana on 18 October, 2016. The TNC findings and its lessons learnt/future recommendations presented in a side event organized by UNFCCC on 09 November, 2016 at Climate Change CoP 22 in Marrakech/Morocco, are received very well from the audience. Awareness raising activities have followed during 2016, culminating with a TV documentary “Lowering Albania’s climate change risk” produced in the frame of the TNC Project, aired also on the prime time on the Albanian Public TV “Top Channel”. The TNC process has been extremely important for mainstreaming and integrating findings into sectorial strategies and policies and the main tools for mobilizing funds and projects in the area of climate change. Besides the National Determined Contribution- NDC, the Third National Communication has enabled development of the National Appropriate Mitigation Actions-NAMAS, National Climate Change Adaptation Planning, National Climate Change Strategy and the climate change related legislation. The entire process of Third National Communication development, finalized in 2016 served to build the institutional capacity and to raise public awareness on climate change issues in Albania. In terms of its Exit Strategy, the pro-doc for the first BUR is prepared (under discussions with the national stakeholders).
