Vlerësimi i situatës mbi transparencën dhe llogaridhënien në nivelin e qeverisjes vendore bëhet në kuadër të mbështetjes së projektit “Konsolidimi i Reformës Administrative dhe Territoriale – STAR 2” për Bashkitë e Shqipërisë  lidhur me zbatimin e legjislacionit mbi të drejtën e informimit dhe konsultimit publik. Si i tillë ky studim synon të evidentojë sfidat, vështirësitë dhe pengesat për sigurimin e transparencës efektive në nivel vendor si dhe praktikat e mira dhe faktorët që kushtëzojnë suksesin. Qëllimi final i studimit është që të shërbejë si bazë për të hartuar një model standard të Programit të Transparencës për t’u zbatuar në nivelin e qeverisjes vendore të përshtatur me specifikat e këtij niveli, për të vënë në dispozicion të publikut informacion me interes public. 

The assessment of the situation on transparency and accountability at the level of local government is carried out in the framework of the project "Administrative and Territorial Reform Consolidation - STAR 2" efforts supporting the Municipalities of Albania in the implementation of legislation on the right of public information and consultation. As such, this study aims to evidence the challenges, difficulties and obstacles to ensuring effective transparency at the local level as well as good practices and condition factors for success. The final goal of the study is to serve as a basis for drafting a standard model of Transparency Program to be implemented at the local government level tailored to the specifics of this level, to make available information of public interest in time and efficiently.
