Impact Evaluation of Employment Promotion Programmes in Albania
Skills Development for Employment Programme conducted an impact evaluation of the Employment Promotion Programmes (EPPs) implemented by the National Employment Service (NES) during 2015-2016. The programme evaluated all the seven EPPs and the key research question was whether participation of the targeted jobseekers in the respective EPPS, increased the probability to find and retain employment. For such purpose, 1000 interviews were conducted, including the treated group of jobseekers and a control group of randomly selected jobseekers registered in the EOs but not treated by any EPPs. The evaluation compared that impact that EPPs have in generating meaningful employment and also provide the basis for the revised EPPs in the future. This was the first time that the impact of the EPPs was evaluated by an external actor.
